PCF ICT Procurement - What we do
The ICT Procurement team is part of the Procurement Facilities and Commissioning [PCF] Strategic Sourcing SBU of NHS National Services Scotland (NSS) and provides procurement advice and support for NHS Scotland Information Technology (IT) projects. Our expertise has been utilised in many of the major National NHS IT projects and also in numerous local projects. Our interactive product BITS (Buying Information Technology Solutions) is an essential assist for anyone undertaking the procurement of an IT Solution as it provides the sample documentation and advice required to follow the correct procedures to ensure compliance with EC Procurement legislation. Our other interactive product BOBS (Business-case Options and Benefits Schedules) provides a useful framework and many of the calculations required for anyone compiling a business case. The EU Procurement rules transcribed into Scots Law by the Public Contracts (Scotland) Regulation 2012 are strictly administered to ensure the principals of value for money, non-discrimination, fair competition and transparency are adhered to when awarding public sector contracts. To this end, financial thresholds are set every two years by the EC to which the rules must apply if the value of your contract is equal to or exceeds this. Advertising in the Official Journal of the European Union (OJEU) is one of the mandatory elements of the rules if your contract value is at or above this level.
The current EC Procurement Thresholds were amended on 1st January 2016 and are valid for two years. PCF ICT Procurement are keen to give advice on any issue pertaining to the EU Procurement rules and also gives project support to NHSScotland. The threshold figure which affects NHS organisations for Supplies and Services is £106,047. This figure is for the contract length if known or for 4 year costs if the contract is for an undefined length. So if your project is in your best estimate above this figure you must advertise the procurement in the OJEU.
