The latest version of BITS was updated in 2004 to reflect the relevant EC Procurement Thresholds at that time and the latest Advert forms which are mandatory for any EC Procurement. These thresholds are updated on a 2 year basis usually January of an even year. Here is a link to the current thresholds EC Thresholds. These thresholds need to be taken into account when using the BITS product.
BITS outlines the complete EC Procurement process from advert to contract and also provides sample documentation which can be amended for your own project these include the required advert forms, Pre-Qualification or Financial, Economic and Technical (FET) questionnaires, Operational Requirement (OR)/ Specification documentation and also scoring mechanisms for both the qualification questionnaire stage and the OR/Specification stage. The product also outlines the mandatory timescales and financial thresholds allied to useful advice regarding the successful management of an EC Procurement. It is a must for anyone who will be carrying out such an IT Procurement or anyone in general wishing to improve their knowledge of the principles of EU Procurement regulations.
